Standalone ATS or HR suite? A decision guide for European SMEs

A practical guide to choosing a dedicated ATS, an HR suite with recruiting, or a platform that connects both.

Before comparing vendors, define where the problem ends. Some teams only need control over recruiting. Others need a reliable employee system of record. Organisations losing information between offer acceptance and day one need a deliberate connection between ATS and HR.

Three product models appear in the market

Official product pages show three distinct models. Recruitee and Teamtailor position themselves primarily as recruiting software that connects to other systems. When a dedicated ATS is sufficient

  • A stable HRIS already exists and employee data should not be migrated
  • The constraint is requisition approval, pipeline control, scheduling, feedback or candidate communication
  • Talent acquisition needs more depth than the recruiting module in the existing HR suite provides
  • The ATS-to-HRIS integration is documented, monitored and owned by a named person
  • The organisation can manage two contracts, two permission models and a clear export plan

When connected ATS and HR earn their place

Compare cost through one shared scenario

  1. Define an example such as 50 employees, 8 active jobs, 6 users and a 12-month contract
  2. Separate subscription from implementation, migration, integrations, paid distribution, add-ons and support
  3. Identify whether cost changes by employee, user, active job, feature, AI credit or legal entity
  4. Include the internal cost of operating two systems, reconciling data and resolving integration failures
  5. Request proposals using the same assumptions and record the date each commercial offer was issued

Data handling and exit terms are part of the product

The European Data Protection Board lists recruitment and payroll among activities that process personal data. A vendor's compliance label does not replace the buyer's responsibilities. What is the difference between an ATS and an HRIS?

An ATS manages recruiting from requisition and applicant through offer. An HRIS manages employee data and processes after hire. Some platforms include both.

Is one suite better than two specialist products?

Not by default. One suite reduces transfers and administration, while specialist products may provide deeper capabilities. The decision depends on integration quality, data ownership and the team's ability to operate the stack.

Can we start with ATS and add HR later?

Yes, when the product and contract support later activation and the data model preserves the candidate-to-employee handover. Test that transition in a demonstration before purchase.

Which questions are mandatory in a demonstration?

Ask to see the complete workflow, permissions, integrations, export, deletion, cost for your scenario and exit process. Do not accept a presentation limited to isolated features.
